Building cost norm for preparing national and provincial wind power development plans

Preparing national and provincial wind power development plans is currently a necessary and urgent task. Only basing on the development plans, local authorities can call for investments into wind power.

Wind power is an additional renewable energy source to help satisfy the energy demand of each province, especially those with high wind energy potential. The preparation of wind power development plans must comply with procedures and contents stipulated by the Ministry of Industry and Trade and have suitable budget.
   The budget for preparing wind power development plan is based on the cost norm.
Basing on the general principles and methods for building cost norm, the Institute of Energy has combined its experts’ experience and cooperated with consultant institutions on preparing power development plans to elaborate the planning work volume and cost, corresponding to each content of each stage in the planning process. From the collected data and calculations for wind power planning, the suitable standard planning cost norm is proposed at advanced average level for national and provincial levels; and suitable out-of-standard application factors are also proposed.
From the study results, the authors have prepared a draft regulation on application of wind power development planning cost norm and recommendations as a foundation for the Ministry of Industry and Trade to prepare and issue an official cost norm for preparing national and provincial wind power development plans.
